UPDATE:
Victor was rescued and is thriving in his foster (possibly forever) home. He's gaining weight after being fully vetted and is responding to attention and affection much more quickly than anyone imagined or hoped for. A HAPPY TAIL TALE! Thank you to everyone who responded in kind to his rescue. Sometimes it really does takes a village to save a dog...and a special oxo thanks to T.T.
"According to someone who was able to touch Victor, the dog chained to a tractor in Marengo Indiana, Crawford County, the person does not believe Victor will live through the upcoming freezing weather due Sunday night. Zero degrees. She says he is missing hair on his head neck and tail area and can barely get up.
Victor, at minimum, needs a veterinary evaluation to determine his exact state of health.
Owners refuse to cooperate.
Can anyone offer a solution?
As u recall, this is a non-sheltered community, no shelter, no animal control services and no animal control officers. I was first contacted a month ago and I have visited the location several times taking straw as insulation from the bare ground. Although I wasn't able to approach Victor.
There is an overhang on the shed offering some shelter from rain/snow and the town Marshall did manage to get a doghouse for Victor a few days ago. But according to two reports, Victor needs immediate medical care.
The owners r an older couple who do not live at the property. I was informed second-hand that the couple said the person responsible, me, would be required to "clean up all that straw, get it out of there". The couple also proudly proclaims Victor is staying right where he is, he is guarding the place.
There is debate re how often he is fed and watered but with the freezing weather his water source can't be remaining drinkable very long at a time. At best he would b getting a few drinks a day.
I am willing to give Victor a home if some folks would help with establishing a living area for him and if we can get him moved.

So what do we do? In my mind, the first thing is to drug Victor (sounds like a soap opera...) and once he's knocked out, take him to the vet. To hell with his "owners"; bring a sheriff along. Cruelty is cruelty, whether you have "Animal Control" or not. Call Amie Newlon, Attorney at Law, and get a Crawford County Judge to order a veterinary examination, based on evidence given to him by the writer of this e-mail. But I've become much more of an authority on "legal" issues this past year...
